Norridge — Ch. 22 Art. XII Rental Property Licensing Code § 22-605
Owner and agent seminar
Operative Text
A. The owner and any agent shall have successfully completed the village residential rental property seminar (hereinafter "village seminar") within three months from the date licensing or temporary licensing. B. An owner and any agent who successfully completes the village seminar shall not be required to attend another village seminar during subsequent renewal of registration. C. If an agent who completed the village seminar is replaced by a successor agent, the successor agent shall successfully complete the village seminar unless that successor agent has already successfully completed the village seminar in conjunction with another property that is a licensed residential rental dwelling unit in the village. D. The village may require an owner/agent to again attend and complete a village seminar if there are multiple code violations in the licensed dwelling unit within an 18 month period.
Under Norridge Ch. 22 Art. XII § 22-605, both property owners and their designated agents must complete a village-run residential rental property seminar within three months of receiving an initial or temporary rental license. Once completed, the seminar requirement does not repeat at renewal—unless multiple code violations occur at the licensed unit within any 18-month window, in which case the village may mandate attendance again. When an agent is replaced, the incoming successor agent must also complete the seminar, unless they have already done so in connection with another licensed rental property in the village.

Operators subject to Norridge Ch. 22 Art. XII § 22-605 generally ensure that both themselves and any designated agent are enrolled in and complete the village seminar within the three-month window following initial or temporary licensure. Compliant operators also track agent changes carefully, confirming that any successor agent has either already completed the seminar through another village-licensed property or is promptly enrolled. Maintaining a clean code-compliance record matters under this section, since repeated violations within an 18-month period can trigger a mandatory return to the seminar.

Section 22-605 of the Norridge Rental Property Licensing Code establishes that landlords and their agents are required to complete a village-run educational seminar as a condition of licensing, and may be required to repeat it if multiple code violations accumulate at the property within 18 months. Tenants who observe ongoing code violations at their rental unit may find it useful to document those violations and report them to the appropriate village authority, as a pattern of violations can trigger additional oversight requirements for the owner or agent. Tenant-rights organizations familiar with Norridge's licensing framework can help residents understand what reporting options are available under this provision.
