Mundelein — Ch. 16.44 Rental Housing Properties § 16.44.010
Legislative finding and purpose
Operative Text
(a) It is hereby found that there now exists and may in the future exist, within the Village of Mundelein, units of rental housing, which, by reason of their condition, operation, use or over-occupancy, adversely affect or are likely to adversely affect the public health (including the physical, mental and social well-being of persons and families), safety and general welfare. (b) The corporate authority of the Village of Mundelein by and through its building code and property maintenance code regulates minimum health and safety requirements for existing buildings and structures within the jurisdiction of the Village of Mundelein and, by this chapter, desires to establish a registration program of rental properties to ascertain compliance with the provisions of said codes.
Mundelein Ch. 16.44 § 16.44.010 establishes the Village's formal recognition that rental housing in poor condition, improperly operated, or overcrowded can harm the health, safety, and general welfare of residents. In response, the Village created a rental property registration program designed to verify that rental units meet the minimum standards already set by its building code and property maintenance code. This provision is a statement of legislative intent, laying the foundation for the registration and inspection requirements that follow in the chapter.

Mundelein Ch. 16.44 § 16.44.010 reflects the Village's stated commitment to protecting the health, safety, and well-being of people living in rental housing by requiring landlords to register their properties and demonstrate code compliance. Tenants who believe their unit has conditions that violate the Village's building or property maintenance code may have grounds to raise those concerns through the Village's enforcement process under this chapter. Tenant-rights organizations and local housing agencies can help renters understand what options are generally available when a rental property appears to fall short of the standards this provision was designed to uphold.
