McCook — Ch. 18 Art. XIV Rental Housing § 18-408
Tenant list
Operative Text
(a) All landlords shall maintain an accurate and complete tenant list for all dwelling units subject to a landlord license. (b) Landlords shall file an accurate and complete tenant list with the building commissioner each time they apply for the issuance or renewal of the landlord license. (c) Landlords shall update the tenant list on file with the building commissioner no later than ten days after a new tenant or occupant occupies a dwelling unit. (d) No landlord shall allow the occupancy of a dwelling unit by any person not identified on the tenant list and on the written lease agreement on file with the building commissioner.
McCook Ch. 18 Art. XIV § 18-408 establishes a tenant-list requirement for all rental dwelling units covered by a landlord license. Landlords must keep an accurate, up-to-date list of tenants and occupants, submit it when applying for or renewing their license, and update it with the building commissioner within ten days whenever a new tenant or occupant moves in. The rule also prohibits occupancy by anyone who is not named on both the tenant list and the written lease agreement on file with the building commissioner.
Plain English — not legal advice.
Under McCook § 18-408, compliant operators maintain a current tenant list at all times and submit it to the building commissioner with every landlord-license application or renewal. When a new tenant or occupant takes possession of a unit, operators update the on-file list within the ten-day window the provision specifies. Because § 18-408 also bars occupancy by anyone not identified on both the tenant list and the written lease on file, operators generally ensure that lease paperwork and the tenant list are updated together before or immediately upon move-in.

McCook § 18-408 gives tenants an interest in knowing that their occupancy is properly documented with the city's building commissioner, since the rule requires landlords to list all occupants on both the tenant list and the written lease agreement on file. If a tenant believes their landlord is not maintaining accurate records or is allowing undocumented occupants in violation of § 18-408, they may consider raising the issue with the building commissioner's office, which oversees landlord-license compliance. Tenant-rights organizations familiar with McCook's rental housing ordinance can help residents understand what documentation they are entitled to expect and what options exist when a landlord may not be meeting these obligations.
