Plain English

McCook's Ch. 18 Art. XIV Rental Housing § 18-405 establishes the conditions under which the village's building commissioner must issue or renew a landlord license. To qualify, a landlord must submit a complete application, pay the annual license fee with no outstanding village debts, provide an up-to-date tenant list, and ensure the relevant building and units have passed the most recent annual safety inspection. All four requirements must be satisfied before a license is granted or renewed.

For Property Managers

Under § 18-405, compliant rental property operators in McCook typically keep their annual license fee current, resolve any outstanding fines or debts owed to the village before renewal time, maintain an accurate and complete tenant list, and ensure their buildings and dwelling units pass the required annual safety inspection. Staying ahead of inspection schedules and keeping village accounts clear are the hallmarks of an operator positioned to receive timely license issuance or renewal from the building commissioner. Gaps in any one of the four requirements can hold up the entire licensing process.

For Tenants

Section § 18-405 means that a landlord operating rental housing in McCook is required to hold a valid license, which can only be issued or renewed when the property has passed an annual safety inspection and the landlord is in good standing with the village. Tenants who have concerns about whether their landlord holds a current license, or whether their building has passed its required inspection, may contact the McCook building commissioner's office to inquire about compliance status. Tenant-rights organizations can also help residents understand what options may be available when a landlord appears to be operating without meeting the requirements of this article.
