Hillside — Ch. 18 Art. XIII Condominium Conversion § 18-594
Inspections
Operative Text
(a) All existing multiple-family rental housing converting to condominiums shall be inspected for needed repairs to bring the project into compliance with the current codes of the village. The cost of such inspection shall be borne by the individuals seeking the conversion. (b) All existing multiple-family rental housing converting to condominiums shall perform tests and attain certification on existing all existing fire protection equipment. All tests shall be scheduled and witnessed by the Hillside Fire Department. The fire department shall conduct inspections to the project facility to determine the sufficiency of fire protection systems serving such project and report on any deficiencies and indicate which deficiencies are required to be corrected. (c) All existing multiple-family rental housing converting to condominiums shall be inspected by the Village to ascertain conformance of the project with zoning ordinance requirements applicable to the project.
Under Hillside Ch. 18 Art. XIII § 18-594, any multi-family rental property undergoing condominium conversion must pass three layers of inspection before the conversion can proceed. The building must be checked for code compliance (with inspection costs falling on the applicant), fire protection equipment must be tested and certified under the direct oversight of the Hillside Fire Department, and the Village must separately verify that the project conforms to applicable zoning requirements. The Fire Department is also required to document any deficiencies in fire protection systems and identify which ones must be corrected.
Plain English — not legal advice.
Operators pursuing a condominium conversion under § 18-594 generally arrange and pay for a code-compliance inspection of the entire multi-family property before conversion is finalized. They also coordinate with the Hillside Fire Department to schedule witnessed testing and certification of all fire protection equipment, and they address any deficiencies the Fire Department flags as mandatory corrections. A separate Village zoning inspection must also be completed, so compliant operators typically confirm all three inspection tracks are initiated and resolved before advancing the conversion process.

Section 18-594 establishes that a landlord converting your building to condominiums must satisfy code, fire-safety, and zoning inspections — protections that exist independently of the landlord's timeline or preferences. If you live in a building undergoing conversion, you may have grounds to raise concerns about whether these inspections were properly completed, including whether the Hillside Fire Department witnessed and certified fire protection equipment. Tenant-rights organizations familiar with Illinois municipal law can help you understand how inspection deficiencies under § 18-594 might affect your rights during or after a conversion.
