Utilities
Operative Text
(a) All utilities shall be underground. (b) Electricity and natural gas that is controlled by and consumed within the individual condominium unit shall be separately metered. (c) All meters, utility service connections and major roof chimneys, pipes or structures shall be integrated with the design of the building and screened architecturally and/or by landscaping and as required by the village. (d) All fixtures shall be furnished with separate shut off valves both the hot and cold water supply so that the each fixture can be isolated. (f) Clothes washers, dishwashers, hot water heaters and any other appliances likely to be a potential source of water leakage or flooding shall be installed with built-in drip pans and appropriate drains. (g) Each condominium unit shall have its own circuit breaker panel for all electrical circuits and outlets that serve the unit. Such panel shall be accessible without leaving the unit. (h) All water supply lines within the project shall be isolated from wood, metal and other framing with pipe isolators specifically manufactured for that purpose and approved by the village. All vertical drainage lines within the project shall be isolated from touching wood, metal and other framing and all drainage pipes shall be surrounded by approved insulation.
Section 18-590 of Hillside's Condominium Conversion ordinance establishes detailed utility infrastructure standards that apply when residential buildings are converted to condominiums. The rule requires that utilities be placed underground, that electricity and gas serving individual units be separately metered, and that each unit have its own heating, cooling, and water-heating equipment. It also mandates specific safety measures such as individual circuit breaker panels accessible from within each unit, shut-off valves on all fixtures, drip pans under water-using appliances, and pipe isolation to prevent structural contact and noise transmission.
Plain English — not legal advice.
Operators and developers undertaking a condominium conversion in Hillside must ensure full compliance with § 18-590 before the project is approved. A compliant project typically features underground utility runs, individually metered gas and electric service for each unit, and dedicated mechanical equipment—furnace, condenser, washer, dryer, and water heater—serving only that unit. Developers also generally ensure that meters and utility structures are architecturally screened, that all water-supply lines are fitted with pipe isolators approved by the village, and that appliances prone to leakage are installed with drip pans and proper drainage.

Prospective and current condominium owners in a Hillside conversion project have an interest in knowing that § 18-590 is designed to ensure each unit operates independently with its own utilities, mechanical systems, and safety infrastructure. If a unit lacks separately metered utilities, an in-unit circuit breaker panel, or required appliances such as an independent furnace or water heater, those conditions may represent a failure to meet the conversion standards. Residents who believe their building does not meet these requirements can contact the Village of Hillside's building or planning department to inquire about compliance, or consult a tenant-rights organization for guidance on available options.
