Plain English

Under Highland Ch. 33 Art. VI § 33-199, a residential rental property's registration cannot be transferred from one owner to another. When a rental structure changes hands—whether through a sale or any other transfer of full ownership—the incoming owner must submit a fresh registration application to the city's building and zoning department. The prior owner's registration has no legal effect for the new owner.

For Property Managers

Under § 33-199, compliant operators who acquire a residential rental structure in Highland treat the previous owner's registration as void from the moment of transfer. A new registration application must be completed and filed with the city's building and zoning department before or promptly after the ownership change takes effect. Property managers handling acquisitions on behalf of owners typically build this filing step into their standard closing or onboarding checklist.

For Tenants

Section 33-199 establishes that a landlord's registration does not carry over when a rental property is sold or otherwise transferred to a new owner. If a property has recently changed hands, tenants may have grounds to question whether the new owner has met the city's registration requirements by checking with Highland's building and zoning department. Tenant-rights organizations can help residents understand how an owner's failure to register under § 33-199 might be relevant to their situation.
