Prior to the receipt of an initial landlord's license and prior to the receipt of any renewal of a landlord's license, the landlord, the landlord's property manager or other authorized landlord representative for the property that is the subject of the landlord's license shall attend an annual meeting with the village to address the landlord's responsibilities under this article. The village shall schedule at least two group meetings - one on a weekday and one on a Saturday in the month of March during both business and non-business hours and send a notice to landlords of the scheduled dates and times of such meetings at least 30 days before the first scheduled meeting dates. In the event it is necessary for the village to schedule a meeting under this section at dates and times other than the group meeting dates scheduled by the village, the landlord license fee shall be twice the fee that would otherwise be payable.

Plain English

Under Glenwood Ch. 26 Art. XI § 26-814, any landlord seeking an initial or renewed landlord's license must first attend an annual meeting with the village to review landlord responsibilities. The village is required to offer at least two group meeting options each March — one on a weekday and one on a Saturday — and must notify landlords of the scheduled dates at least 30 days in advance. If a landlord requires a meeting outside those scheduled group sessions, the landlord's license fee doubles.

For Property Managers

Compliance with § 26-814 means ensuring that you, your property manager, or another authorized representative attends the village's annual meeting before obtaining or renewing a landlord's license. Operators who track the village's March meeting notices and register for one of the two scheduled group sessions — weekday or Saturday — avoid the doubled license fee that applies to individually arranged meetings. Keeping records of attendance and the notice received helps demonstrate compliance if questions arise.

For Tenants

Section § 26-814 establishes a village-level accountability mechanism by requiring landlords to meet annually with Glenwood officials before their license is issued or renewed. Tenants can use this provision as context when evaluating whether their landlord is properly licensed, since an unlicensed landlord may be out of compliance with Ch. 26 Art. XI. Tenants who have concerns about a landlord's licensing status may contact the Village of Glenwood directly or reach out to a local tenant-rights organization to understand available options.
