Evanston, Ill., City Code § 5 § 5-7-14

(A) Policies and Procedures.
1. To effectively implement, administer, and enforce this Chapter, the Department, with the City Manager or their designee's authorization, will create a document(s), policies and procedures, with additional detail, defined protocol, and clear processes.
2. When amended, the policies and procedures document(s) will be effective thirty (30) days after the City Manager or their designee's authorization.
(B) Effective Date and Applicability.
1. An applicant beginning the zoning analysis process after the effective date of this Chapter is required to comply with the Chapter.
2. An applicant beginning the zoning analysis process before the effective date of this Chapter is not required to comply with the Chapter, rather the Chapter effective at that time.
3. An applicant that begins the zoning analysis process before the effective date of this Chapter and does not make substantive progress on their application, as stipulated by the policies and procedures, must resubmit and therefore is required to comply with the Chapter.
(C) Data Tracking and Annual Report.
1. The Department will track key inclusionary housing metrics and, on an annual basis, prepare an annual report to be shared with the Housing and Community Development Committee and placed on file.
2. The annual report will also include any recommendations, if applicable, for any changes to this Chapter to better achieve the City's housing goals.
