Plain English

East Hazel Crest Ch. 6 Art. VIII § 6-149 establishes how code-violation notices and legal process are validly delivered to building owners of registered multiple dwellings. When an owner designates an authorized agent under § 6-143, service of notices or court and administrative documents on that agent counts as service on the owner. An agent designation remains in effect until the owner formally updates it under § 6-145 or files a new annual registration under § 6-144. Owners who fail to register at all are treated as having consented to receive notices by physical posting at the building itself.

For Property Managers

Under § 6-149, property owners who have registered a multiple dwelling and named an authorized agent should ensure that agent remains reachable and current, because any code-violation notices or enforcement proceedings served on that agent are legally binding on the owner. Compliant operators typically update their agent designation promptly through the department of buildings whenever contact information or representation changes, following the procedures in §§ 6-143 and 6-145. Owners who skip annual registration under § 6-144 lose the ability to control how notices reach them, since the village may then post notices directly at the building.

For Tenants

Section 6-149 of East Hazel Crest Ch. 6 Art. VIII is relevant to tenants because it governs how the municipality delivers code-enforcement notices to building owners, which affects how quickly violations can be acted upon. If a building is unregistered, the village may post notices at the property itself, which can signal that the owner has not complied with basic registration requirements — a fact tenants may find useful when documenting housing conditions. Tenants who believe their building has unaddressed code violations may consider contacting the East Hazel Crest department of buildings or a local tenant-rights organization to understand available complaint and enforcement options under this article.
