Plain English

Section 6-141 of East Hazel Crest's Ch. 6 Art. VIII establishes the working definitions for the Multiple Dwellings registration article. Key terms — including 'building,' 'code,' 'mortgage,' and 'owner' — are given specific meanings that may differ from everyday usage, such as treating real estate installment sales contracts as mortgages and recognizing beneficial trust owners as 'owners.' These definitions govern how the rest of the article is interpreted and applied to multi-family residential properties in East Hazel Crest.

For Property Managers

Property owners and managers operating under Ch. 6 Art. VIII should be aware that § 6-141 defines 'owner' broadly to include legal title holders, beneficial owners of Illinois land trusts, and contract purchasers under installment sales agreements. Compliant operators ensure that the correct party — as defined by this section — is identified and registered, particularly when ownership is held through a trust or installment contract. Understanding how 'building' and 'code' are defined here also helps operators determine which structures and standards fall within the article's scope.

For Tenants

Section 6-141 establishes who qualifies as an 'owner' under East Hazel Crest's Ch. 6 Art. VIII, which can matter when tenants need to identify the responsible party for registration or code compliance purposes. Because the definition extends to beneficial trust owners and installment contract purchasers, tenants may have recourse against parties beyond just the name on a deed. Tenants who have questions about who is responsible for their building can consult a local tenant-rights organization or the Village of East Hazel Crest for guidance on identifying the correct owner under this provision.
