Section 29.4 of Clarendon Hills Chapter 29 requires that owners of residential buildings with four or more rental units register each unit with the village before leasing or allowing occupancy. Registration runs on a calendar-year cycle from January 1 through December 31, must be renewed annually before each January 1, and carries a $25.00 per-unit fee due by December 31, with a $5.00 per-unit monthly late charge applied for each month or partial month past that deadline. If any information on file changes, the owner must update the registration within 30 days, though no additional fee applies to those updates alone. Operating without a valid registration is explicitly unlawful under this provision.
Plain English — not legal advice.
Compliant operators under § 29.4 of Clarendon Hills Ch. 29 ensure that every building they own with four or more rental units is registered with the village before any unit is leased or occupied. They submit a fully completed registration form each year, pay the $25.00 per-unit fee by December 31, and clear any outstanding delinquencies before a renewal is issued. When ownership details, contact information, or other registered data change, compliant operators file an updated registration within the 30-day window specified in § 29.4 to avoid a lapse in good standing.

Under § 29.4 of Clarendon Hills Ch. 29, tenants living in buildings with four or more units have an interest in knowing whether their landlord has complied with the village's registration requirement, since operating without registration is unlawful. If a tenant believes their building is unregistered, they may contact the Village of Clarendon Hills directly to inquire about a property's registration status or to report a potential violation. Tenant-rights organizations familiar with Illinois municipal housing codes can help explain what options may be available, including whether a registration violation could be relevant to other housing complaints.
