Chicago Ridge — Ch. 14 Art. III Rental Units and Dwellings § 14-74
No license shall be issued or renewed unless the completed application form for each building or group of buildings is accompanied by payment of the appropriate annual license fee as established in this chapter. If the RRA inspector determines that violations exist at the time of the initial inspection, a re-inspection will be scheduled. If the violation has not been corrected upon the 1 st re-inspection, the licensee may be fined $150.00 and a 2 nd re-inspection will be scheduled. If the same violation exists upon the 2 nd re-inspection, licensee may be fined $300.00 and a 3 rd re-inspection will be scheduled. Payments must be made in full prior to the housing license being renewed. Failure to pay any balance will serve as grounds to deny further permits or licenses from being issued by the village.

Plain English

Chicago Ridge § 14-74 establishes that rental property licenses cannot be issued or renewed without full payment of the required annual fee along with a completed application. When an RRA inspector finds violations at an initial inspection, a re-inspection process is triggered: a first re-inspection failure can result in a $150 fine and a second re-inspection, and a second re-inspection failure can result in a $300 fine and a third re-inspection. Outstanding balances must be cleared before a license is renewed, and unpaid fees can result in the village denying future permits or licenses.

For Property Managers

Under Chicago Ridge § 14-74, compliant rental property operators submit a fully completed application and the appropriate annual license fee for each building before seeking issuance or renewal of a housing license. Operators who receive violation notices at an initial inspection generally act promptly to correct those issues before any scheduled re-inspection, since unresolved violations can trigger fines of $150 after a first re-inspection and $300 after a second. Keeping fee payments current is essential, as any unpaid balance can block the renewal of existing licenses and the issuance of future permits from the village.

For Tenants

Chicago Ridge § 14-74 requires landlords to maintain a valid, paid-up housing license for their rental properties, and the village's re-inspection and fine structure is designed to ensure that identified violations are corrected in a timely manner. Tenants who are aware of unresolved violations at their property may find it useful to understand that the RRA inspection process includes multiple re-inspection opportunities with escalating fines for landlords who fail to correct problems. Tenants seeking more information about the status of a property's license or outstanding violations can contact the village's licensing or code enforcement office, or reach out to a local tenant-rights organization for general guidance.
