Plain English

Under Chicago Ridge Ch. 14 Art. III § 14-71, the village clerk has authority to issue new Rental Registration and Approval (RRA) licenses and renewals to property owners who apply. Before any license is granted, the dwelling, common areas, or rooming units covered by the application must pass an inspection confirming compliance with the village's applicable housing, fire, building, and zoning requirements. When a rental unit changes hands, a fresh inspection is mandatory before a new RRA license can be issued to the incoming owner.

For Property Managers

Operators seeking an RRA license or renewal under § 14-71 generally ensure that all dwelling units, common areas, and rooming units are brought into full compliance with Chicago Ridge's housing, fire, building, and zoning codes before submitting an application to the village clerk. When a property changes ownership, compliant operators arrange for the required inspection prior to assuming licensed operation of the rental unit. Keeping maintenance records and addressing code deficiencies in advance of any ownership transfer or renewal cycle is a practice consistent with meeting the inspection standard this section establishes.

For Tenants

Section 14-71 establishes that every rental dwelling in Chicago Ridge must hold a valid RRA license, and that a property inspection confirming code compliance is a prerequisite for that license — including after a change of ownership. If a tenant believes their unit is being rented without a current RRA license, or that an ownership change occurred without the required inspection, they may raise that concern with the village clerk's office or a local tenant-rights organization. Tenants can also explore whether the absence of a required license or inspection under § 14-71 is relevant to any housing complaint or proceeding they are involved in.
