B. It is unlawful for a person to occupy a rental residential property, or for any owner or property agent to allow anyone to occupy a rental residential property which is not licensed or which is without a conditional license as provided in this Chapter. C. It is unlawful for any person, firm, partnership, corporation, or other legal entity to rent or to occupy any vacant dwelling unit or any dwelling unit that becomes vacant in a rental residential property for which a license is under suspension. D. It is unlawful for any person, firm, partnership, corporation, or other legal entity to rent any bedroom or portion of a dwelling unit. E. This Chapter shall not apply to the following structures: 1. Owner-occupied residential dwelling units; 2. Residential dwelling units occupied by a member of the owner's family; 3. Residential buildings or dwelling units which are vacant and which are not intended to be let for rent; 4. Hotels, motels, and other structures which rent rooms to occupants which are primarily transient or extended stay in nature; 5. Dwellings, buildings, structures and uses owned by other governmental agencies and public housing authorities; 6. Nursing homes and convalescent care facilities. F. A license or a conditional license for a rental residential property cannot be transferred to another residential property nor a succeeding owner.
Buffalo Grove's Ch. 15.36 Residential Rental Housing Program § 15.36.040 establishes that operating, renting, or occupying a residential rental property in the Village without a valid license or conditional license is prohibited. This applies to all parties — owners, agents, and tenants — and extends to situations where a property's license is suspended, preventing any new or renewed occupancy during that period. Certain property types are carved out from these requirements, including owner-occupied units, family-occupied units, hotels and motels, government-owned housing, and nursing or convalescent facilities. Licenses are non-transferable between properties or to new owners.
Plain English — not legal advice.
Under § 15.36.040 of Buffalo Grove's Residential Rental Housing Program, compliant operators secure a valid license or conditional license before renting, advertising, or maintaining any rental residential property in the Village. Because a license cannot be transferred to a new owner or a different property, operators who acquire a rental property or expand their portfolio generally initiate a fresh licensing application for each affected unit or building. Operators also take care not to place new tenants in any unit tied to a suspended license, as doing so is independently prohibited by this section.

Section § 15.36.040 of Buffalo Grove's Ch. 15.36 makes it unlawful for a tenant to occupy a rental residential property that lacks a valid license or conditional license, meaning tenants have an interest in confirming their unit's licensing status before or during occupancy. If a tenant believes their unit is being rented without the required license, they may consider contacting the Village of Buffalo Grove directly to inquire about the property's licensing record. Tenant-rights organizations familiar with Buffalo Grove's Residential Rental Housing Program can help residents understand what options may be available when a landlord is operating outside the requirements of this chapter.
