Brookfield — Ch. 12 Art. XIII Residential Rental Registration § 12-703
It shall be unlawful for any person to lease any dwelling unit unless such unit has been duly registered in accordance with this article. Every owner of a rental dwelling unit within the village shall be required to register such dwelling unit with the village annually. Registration shall be completed annually on or before March 1 of each year.
Registration shall be made upon forms provided by the village and shall include, at a minimum, the name, address and telephone number of the owner; the name, address and telephone number of any managing agent of the rental dwelling unit or rental property; the street address of the rental property; and the number of dwelling units contained therein.
At the time of registration, the owner shall pay to the village a registration fee as set forth in appendix A of this Code. All fees shall be non-refundable and shall be due and payable at the time of registration. Failure to pay the required fee shall render the registration incomplete and invalid.
The owner of a rental dwelling unit subject to registration with the village, shall re-register within 30 days after any transfer of ownership or change in managing agent occurs in the registration information.

Plain English

Brookfield's Ch. 12 Art. XIII § 12-703 makes it unlawful to lease any dwelling unit in the village unless that unit has been properly registered. Registration must be completed each year by March 1 using village-provided forms, and it requires basic identifying information about the owner, any managing agent, the property address, and the number of units. A non-refundable registration fee must be paid at the time of filing, and any transfer of ownership or change in managing agent triggers a re-registration obligation within 30 days.

For Property Managers

Under Brookfield Ch. 12 Art. XIII § 12-703, compliant rental property owners register every dwelling unit with the village by March 1 each year, submitting the required forms with current owner and managing-agent contact information along with the applicable fee from Appendix A. Because an unpaid fee renders the registration incomplete and invalid, operators generally confirm payment is processed before the deadline. Whenever ownership transfers or a managing agent changes, a re-registration is filed within the 30-day window to keep the record current and avoid an unlawful-leasing situation.

For Tenants

Section 12-703 of Brookfield's Ch. 12 Art. XIII establishes that a landlord may not lawfully lease a dwelling unit unless it is duly registered with the village — meaning tenants have an interest in whether their unit appears on the village's registration rolls. If a unit appears to be unregistered, tenants can contact the village directly to inquire about compliance status or reach out to a local tenant-rights organization for guidance on what options may be available. Understanding the registration status of a rental unit can be relevant context when navigating other housing concerns or disputes.
