Breese — Ch. 7 Art. IX Residential Rental Properties § 7-9-3
APPLICATION FOR REGISTRATION
Operative Text
The owner of a residential rental property shall register the residential rental structure with the City (on forms provided by the City a copy of which is attached hereto), by a written application for registration, and filing the application for registration with the City Building Inspector. The application for registration requires the following information: (A) The address of the structure; (B) Brief description of the structure; (C) The number of rental units in the structure; (D) The name, mailing address and telephone number of the owner of the rental structure; (E) The identity of any management company which may be responsible for managing the rental structure, including the contact person from said management company responsible for that property; and (F) Whether leases for the structure are short term (less than thirty (30) days or more). If the owner of the residential rental structure is a business entity rather than a natural person, the application shall provide the identity of the business entity, the name, address and telephone number of the person in control of the entity.
Under Breese Ch. 7 Art. IX § 7-9-3, every owner of a residential rental property in the city must register their rental structure with the City by submitting a written application to the City Building Inspector using forms provided by the City. The application must include basic identifying details about the property and its owner, such as the address, a brief description, the number of rental units, and contact information. If the owner is a business entity rather than an individual, the application must also identify the entity and the person who controls it, along with their contact details. The registration form also requires disclosure of whether leases are short-term (under 30 days) or longer.

Operators of residential rental properties in Breese are generally expected to complete and file the City-provided registration form with the City Building Inspector as required by § 7-9-3. A compliant operator ensures the application accurately reflects the property address, unit count, owner contact information, and any management company details, including the designated contact person for that property. When ownership is held through an LLC, corporation, or other business entity, compliant operators also identify the controlling person and provide that individual's name, address, and telephone number on the application.

Section § 7-9-3 of Breese's residential rental property regulations establishes a public registration requirement that is intended to ensure landlord and property information is on file with the City Building Inspector. Tenants may find it useful to know that their landlord is generally required to have registered the rental structure, including disclosing ownership and management contact details. If a tenant believes a property may not be properly registered, they can contact the City Building Inspector's office to inquire, or reach out to a local tenant-rights organization for general guidance on what options may be available.
