Aurora — Art. 12-X Landlord-Tenant Leases § 12-404
Enforcement
Operative Text
The Division of Property Standards shall have primary responsibility for enforcement of the regulations herein. Nothing in this article shall prevent the division of property standards from obtaining voluntary compliance by way of warning, notice, or education. All leases and rental agreements that are already in existence on the effective date of this article shall be brought into compliance with the requirements of section 12-403 upon renewal of a lease or issuance of a new lease. (Ord. No. O08-97, § 1, 10-14-08)
Aurora's Art. 12-X Landlord-Tenant Leases § 12-404 designates the Division of Property Standards as the primary body responsible for enforcing the landlord-tenant lease regulations in Article 12-X. The division is permitted to pursue compliance through informal means such as warnings, notices, or educational outreach before taking more formal action. Leases that were already in place when the article took effect are not immediately required to comply with § 12-403's requirements, but must be brought into compliance when the lease is renewed or a new lease is issued.
Plain English — not legal advice.
Under § 12-404, the Division of Property Standards oversees compliance with Aurora's Article 12-X lease regulations, meaning property owners can expect to interact with that agency if questions or concerns arise. Compliant operators generally review existing leases and ensure that any renewal or newly issued lease meets the requirements set out in § 12-403. Because the division may use warnings or educational notices as a first step, operators who receive such communications typically treat them as an opportunity to correct any deficiencies before formal enforcement proceeds.

Section § 12-404 establishes that the Division of Property Standards is the primary enforcement authority for Aurora's Article 12-X lease regulations, giving tenants a clear point of contact if they believe a landlord is not meeting the article's requirements. Tenants in units covered by leases that predate the article's effective date should be aware that their landlord is expected to bring those agreements into compliance with § 12-403 at the time of renewal or when a new lease is issued. Tenants who have concerns about compliance may consider reaching out to the Division of Property Standards directly or consulting a local tenant-rights organization to understand available options.
