For Property Managers

Under § 154.160, property owners and managers in Waterbury are generally expected to cooperate fully with the Director of Health during scheduled or announced inspections at all reasonable times. Compliant operators also ensure that their agents or employees can access units to perform repairs or alterations required by chapter 154 or related lawful orders, coordinating with occupants to arrange that access. Maintaining clear communication with tenants about the purpose and timing of entry helps demonstrate good-faith compliance with this provision.

For Tenants

Section 154.160 establishes that occupants have a corresponding obligation to allow the Director of Health access for inspections and to allow owners or their representatives entry for necessary repairs at all reasonable times. Tenants who believe an inspection or access request falls outside what this provision permits may wish to consult a tenant-rights organization or legal aid service familiar with Waterbury housing regulations. If a landlord's access requests appear to go beyond the repair and compliance purposes outlined in § 154.160, tenants have the option of raising that concern with the appropriate local authority or seeking guidance on available remedies.
