Waterbury, Conn., Code of Ordinances ch. 154 § 154.113
APPLICABILITY OF CHAPTER TO HOTELS (Waterbury Housing Code)
Operative Text
Every provision of this chapter which applies to rooming houses shall also apply to hotels, except as provided in § 154.114 (A) and except to the extent that any such provision may be found in conflict with the laws of the state or with the of any state board or agency. (1967 Code, § 9-68)
Under Waterbury, Conn., Code of Ordinances ch. 154 § 154.113, all rules in Chapter 154 that govern rooming houses extend equally to hotels, with two carve-outs: the specific exceptions listed in § 154.114(A), and any provision that conflicts with Connecticut state law or the regulations of a state board or agency. In those conflict situations, state law or state agency rules take precedence over the local chapter's requirements. The provision effectively treats hotels and rooming houses as subject to the same local housing standards unless a higher authority says otherwise.
Plain English — not legal advice.
Operators of hotels in Waterbury should be aware that § 154.113 brings their properties under the same Chapter 154 obligations that apply to rooming houses, meaning compliance programs designed for rooming houses generally serve as the baseline for hotel operations as well. The exceptions found in § 154.114(A) and any superseding Connecticut state law or state agency regulation should be identified and documented so that hotel management can distinguish which local rules apply in full and which are modified or displaced. Maintaining records that track both local and state-level requirements helps demonstrate that the property is operating within the layered framework this provision establishes.

Tenants or guests residing in Waterbury hotels can look to § 154.113 as the basis for the same Chapter 154 protections that rooming-house occupants enjoy, unless a specific exception under § 154.114(A) or a conflicting state rule narrows those protections. If conditions in a hotel appear to fall short of the standards Chapter 154 sets for rooming houses, occupants may consider contacting Waterbury's local housing or code-enforcement office to inquire about applicable requirements. Tenant-rights organizations familiar with Connecticut housing law can also help clarify which state-level rules might interact with or limit the local chapter's reach under this provision.
