Plain English

Waterbury, Conn., Code of Ordinances ch. 154 § 154.050 establishes a baseline compliance requirement: no dwelling unit may be occupied or rented out for residential living unless it meets all the standards set out in the subchapter. The rule applies equally to the person renting the unit and to the person allowing it to be occupied. Any dwelling that falls short of those subchapter requirements is effectively off-limits for residential use until it comes into compliance.

For Property Managers

Under ch. 154 § 154.050, compliant property operators ensure that every dwelling unit they offer or rent for residential occupancy meets all applicable requirements of the subchapter before a tenant moves in. This generally means conducting regular inspections, addressing code deficiencies promptly, and not executing or renewing leases for units that remain out of compliance. Operators familiar with the full subchapter standards are better positioned to maintain properties that satisfy this provision.

For Tenants

Section 154.050 of the Waterbury Code of Ordinances gives tenants a basis to raise concerns when a dwelling unit they occupy or are being offered does not meet the subchapter's requirements, since no one is permitted to rent or occupy a non-compliant unit. Tenants who believe their unit falls short of these standards may consider contacting Waterbury's local housing or code enforcement office to request an inspection. Tenant-rights organizations in Connecticut can also help residents understand what the subchapter requires and what general options are available to them.
