Norwalk, Conn., Code of Ordinances ch. 59 § 59-13

A. The Planning Commission shall study from time to time the quality of the housing within the city and shall certify to the Director of Public Health those areas of the city in which substandard housing exists or in which there is an imminent danger of existing housing becoming substandard. B. In the program of enforcement of this chapter, the Director of Public Health shall give priority to those areas which have been certified to him by the Planning Commission as directed in § 59-13A , and provided that the Director of Public Health shall not be limited to such areas in the program of enforcement. C. Within 30 days after the effective date of this chapter, the Planning Commission shall certify to the Director of Public Health the first of such priority areas. The Planning Commission shall certify additional priority areas from time to time upon written request from the Director of Public Health and within 30 days of the receipt of such request. The Planning Commission shall have the power to change, alter or modify the designation of such priority areas.
