Under Norwalk, Conn., Code of Ordinances ch. 39 § 39-4, this provision establishes how long members of the Norwalk Rent Regulation Commission serve. After initial terms set at appointment, each member serves three-year terms. If a seat becomes vacant due to death, resignation, or inability to serve, a successor is appointed to complete only the remaining portion of that term, and members generally continue in their roles until a qualified successor is in place.
