Hartford, Conn., Mun. Code ch. 18 § 18-28
Transferability of license (Hartford Housing Code and Rental Licensing Program)
Operative Text
A. Licenses for dwellings, dwelling units, hotels, hotel units, group living, group living units, rooming houses, and rooming units shall automatically be transferred to a subsequent owner, subject to satisfaction of the requirements of section 18-26 , upon transfer of the applicable property. A quit claim, warranty or other deed form shall be sufficient to accomplish that transfer even if the deed does not specifically mention the transfer.
Under Hartford, Conn., Mun. Code ch. 18 § 18-28, residential housing licenses—covering dwellings, dwelling units, hotels, hotel units, group living facilities, rooming houses, and related unit types—automatically follow the property when ownership changes hands. No special language in the deed is required to carry the license over; a standard quit claim, warranty, or other deed form is sufficient. The transfer is subject to the new owner meeting the requirements set out in section 18-26.

Under Hartford, Conn., Mun. Code ch. 18 § 18-28, operators who acquire residential property generally receive the existing housing license automatically as part of the transaction, without needing deed language that specifically references the license. However, compliant property owners ensure they satisfy the underlying requirements of section 18-26 to maintain that license in good standing after the transfer. Sellers and buyers alike benefit from understanding that the license obligation travels with the property, not with the individual who held it.

Hartford, Conn., Mun. Code ch. 18 § 18-28 provides that a property's housing license does not lapse simply because the building changes ownership—it transfers automatically to the new owner. This means tenants in covered dwellings, rooming houses, group living facilities, and similar housing types retain the protections associated with a licensed property even after a sale. Tenants who have concerns about whether a new owner is meeting the requirements of section 18-26 may consider contacting Hartford's relevant municipal housing office or a local tenant-rights organization for guidance.
