Under Hartford, Conn., Mun. Code ch. 18 § 18-21, Hartford's rental licensing rules establish two distinct application tracks: one for new housing or units that recently received a certificate of occupancy, and one for properties that were previously exempt but no longer qualify for that exemption. For license renewals, the standard application window runs from July 1 through October 31 each year, though the director of licenses and inspections retains discretion to accept renewal applications outside that window based on staffing and availability. New housing meeting the provision's criteria may receive a rental license without a prior inspection once a complete application and required fees are submitted.

For Property Managers

Property owners and managers operating in Hartford should be aware that Hartford, Conn., Mun. Code ch. 18 § 18-21 sets a primary renewal application window of July 1 through October 31, and compliant operators generally submit renewal paperwork within that period to allow adequate time for processing and inspections. Owners of newly constructed units that have obtained a certificate of occupancy within the past year can apply at any time and may receive a license without a pre-issuance inspection upon submitting a complete application with the required fees. Operators whose properties have shifted from an exempt to a non-exempt status due to changes in occupancy, ownership, or other circumstances should also be prepared to apply outside the standard renewal window.
