C. Bathroom and Water Closet Compliance with Light and Ventilation Requirements. D. Electrical Fixtures. Where there is electric service available from power lines which are not more than three hundred (300) feet away from a dwelling, every dwelling unit and all public and common areas shall be supplied with electric service, outlets and fixtures, which shall be properly installed, shall be maintained in good and safe working condition, and shall be connected to the source of electric power in a manner prescribed by the ordinances, rules and regulations of the city. Every habitable room shall have an electric service and outlets and/or fixtures capable of providing at least three watts per square foot of floor area.
Section 15.12.100 of the Bridgeport Municipal Code establishes baseline standards for light, ventilation, and electrical service in residential dwelling units. Every habitable room must have a window or skylight meeting a minimum area threshold relative to the room's floor space, along with openable ventilation. Bathrooms and water closet compartments face similar requirements, with approved mechanical ventilation systems accepted as an alternative to windows. Electrical service, outlets, and fixtures must also meet specified minimums based on room type and floor area.

Operators of residential rental properties in Bridgeport must ensure each habitable room meets the window glass area and operable ventilation standards set out in § 15.12.100 before allowing occupancy. Compliant properties typically feature windows sized to at least one-tenth of each room's floor area, openable ventilation equal to at least 45 percent of the required skylight-equivalent area, and electrical outlets and fixtures meeting the per-room and per-square-foot minimums. Bathrooms lacking windows must be equipped with a continuously operating ventilation system approved by the housing code enforcement officer, and all electrical installations must be properly maintained in safe working condition.

Under Bridgeport Mun. Code § 15.12.100, tenants have a right to occupy dwelling units that meet minimum standards for natural light, ventilation, and electrical service in every habitable room. If a unit appears to fall short—such as having inadequate window area, no working ventilation, or insufficient electrical outlets—tenants may consider documenting the conditions and reaching out to Bridgeport's housing code enforcement office, which has authority to inspect and act on violations. Tenant-rights organizations in Connecticut can also help residents understand what options may be available when a unit does not meet these standards.
